It is fun! The name stands for National Novel Writing Month.
The idea is people use 'i have no time' to put off writing so they take away the excuse. Starting on 1st nov. you have til midnight on 30th nov. to write a 50,000 word novel. Or More. Basic rules are no editing, no re-writes (that can all be done late). Just sit down and write 50000 words and see what comes out ;)
There are funky charts to show your progress and you can upload bits for people to read, lots of forums to help with details (or waste time), but basically it's about stop making excuses, sit down and write.
Sign up is anytime between sat. and 1st of nov. then off you go ;)
