They were trying to sell it here as an extension of the prisoner release part of the GFA, just skipping over the part where these people had never BEEN prisoners or faced any kind of justice/punishment for their crimes.
Tho Gerry manically trying to explain why it was FINE for terrorists to be let of crime but letting off members of the security forces was an Insult to the Victims that Could not be Swallowed was a remarkable lesson in How to Spew Hypocrisy. The man has a prodigious talent.
