If you use the rich text editor, then you can simply press to insert an image, then put the URL link in where i asks for it (you need to have pics hosted somewhere like Flickr or Photobucket first), then select to put the picture behind a cut using rich text editor also.
Both buttons are on the top line of the tool bar...
