If you look at 'skills magic' you'll see 2 numbers eg
magic 10.... 12
The 1st number is your level in the skill, the 2nd is your 'bonus' which is how good you actually are - it is worked out in some arcane fashion that involves your stats, eg. someone with 18 int will have a higher bonus in magic at the same level than someone with 12 int.
There may also be wombles and upside down V's involved, or that could be guild level, but I recommend you ask dasquian to explain that. He does so love to do it :)
My current tactics (a fighting skill) level is 262, with 299 bonus. So 2 more levels should get me to 300, and then I can go advance something else for a bit. Probably thrown, for great beeing justice.
Flatline's skills site - http://skills.gothmudders.com has a v. handy bit which tells you which stats affect which skills and even has a funky calculator thingy where you can see how changing your stats would affect your bonus points. Doesn't seem to be working just now tho alas :/
